with reference to your memorandum No.307 of
6th inst., I have the honour to inform you that Mr. Chen
Chang-ying has arrived from Peking to take charge of the
Chinese Telegraph Officehere, and I enclose copies in
Chinese and in translation of letters handed in by him.
I have not yet formally recognized his appointment but
must do so within a very few days, unless some action
is taken by the Canton authorities with a view to the
removal of the office from British Territory. If you
wish his recognition delayed please let me know at once.
In this connection the local manager of the Eastern Extension Telegraph Company points out that some little time will be required to make the necessary arrangements for handling the traffic after the location
of the Chinese office is settled if a transfer to Chinese
Territory is decided on.
